Heres the basic tutorial if you want to make a tag like this .

This tutorial is of my own creation and any resemblance to any other tuts is purely coincidental. This tutorial is for personal use only.you will need a working knowledge of gimp or psp or other similar programmes.
I Am Using Gimp which is a free programme you can download.

* Go to file > new > 600 x600 > ok
* open template and scale and place on canvas
*now right click on each part of the template layers select >alpha to selction >open up you papers and select which one u want to use
* now right click the paper layer in the layer box and select add alpha channel 
* now go up to select and >invert >delete on your keyboard .
* repeat the process till you have all your template layers filled .
*now open up the paper clip elements and place on template layers see my tag for placement 
*add a drop shadow to each paper clip x4 filters > light and shadow > drop shadow >3,3,3,black 
*now open and scale the bag element see my tag for placement .
* repeat drop shadow 
*now open and scale the calculator element see my tag for placement .
* repeat drop shadow
*now open and scale the glue element see my tag for placement .
* repeat drop shadow
*now open and scale the book element see my tag for placement .
* repeat drop shadow
*now open and scale the pen element see my tag for placement .
* repeat drop shadow
*now open and scale the paint set element see my tag for placement .
* repeat drop shadow
*now open tube and scale see my tag for placement .
* repeat drop shadow
* add your sig 
*add credits
